Boulder's Dog Licence: Four Months, Thirty Days, One Tag

A city licence does not buy off-leash access, but you cannot get off-leash access without one. The thirty-day clock, the certificate rule, and a fee table labelled 2021.

Boulder requires a city licence for every dog over four months old living inside city limits, and it gives you a thirty-day clock from the day you get the dog or the day you move here.

It is also the gateway to something bigger. A licence does not buy off-leash access, but you cannot get off-leash access without one.

The requirement, in three sentences

Verbatim from the city's dog licensing page:

"A dog license is required for all dogs over the age of four months, living within the city limits of Boulder ." "A license is required within 30 days of acquisition of a dog, or within 30 days of moving to the city." "All dogs are required to wear their city license tag on their collar or harness at all times."

Four months. Thirty days. Tag on at all times.

The Dogs on OSMP page states the same threshold in its own words, verbatim: "City of Boulder Ordinance requires all Boulder residents to license dogs that are four months or older."

Note the geography. This is a city licence for dogs living inside the city. If you live in unincorporated Boulder County or one of the other municipalities, the city's rule does not reach you, though rabies vaccination and a rabies tag are required county-wide. What it costs, with a caveat about the table

The city publishes a fee table, and the column header on it reads 2021.

We are printing those figures with the caveat attached, because a five-year-old term label on an otherwise current page is exactly the sort of thing that changes without the table being updated. Confirm with DocuPet before you budget.

Term and renewal, verbatim: "Renewals notices are mailed in November. / early December. All tags are calendar year and will expire Dec. 31st." The stray slash is the page's.

So the licence is a calendar-year licence, whenever you buy it, and it expires on 31 December.

What the fees pay for

The city lists it, and it is more specific than most cities bother with. Verbatim:

"Emergency service all year round" "Feeding, sheltering, and safekeeping of impounded animals" "Supporting the rescue of lost and/or homeless animals" "Supporting medical care for sick or injured dogs or cats" "Public education initiatives in schools and within the community"

Rabies is the prerequisite, and the paperwork rules are strict

Verbatim: "To obtain a dog license, your dog must be currently inoculated with a rabies vaccination. The first vaccination is required at the age of four months and needs to be updated every one or three years, depending on the type of vaccination given."

One or three years depending on the vaccine. Which is why the certificate matters more than the date you remember.

And the documentation rule, verbatim: "Images of rabies tags do not count as documentation. Rabies certificates issued by a licensed veterinary clinic are the only accepted form of documentation."

A medical exemption exists, described on the Voice and Sight page, verbatim: "Exemption from the rabies vaccination requirement is possible with a letter from a veterinarian affirming that the animal is medically unable to receive the required vaccination." And for city residents, verbatim: "If you are a City of Boulder resident, you'll need to provide this waiver when you purchase your Boulder dog license."

Three ways to buy it

Licensing is contracted out, verbatim: "Dog licensing in Boulder is managed by DocuPet Inc."

Online, through the DocuPet Boulder site, uploading rabies documentation if asked.

By phone, on 1-855-249-1370. Verbatim: "Note you must have valid rabies documentation on file to license over the phone. If not, DocuPet representatives can help walk you through the online registration process."

In person, at two locations, verbatim: "Humane Society of Boulder Valley Veterinary Clinic, 2323 55th Street." and "BY APPOINTMENT ONLY at Boulder Police Department: 1805 33rd Street." Appointments on 303-441-1874, and the police department "can accept cash, check or credit card. Please make checks payable to the City of Boulder."

Tags take a while. Verbatim: "Typically tags are received in the mail 8 to 10 business days after your order is processed."

Which matters for the thirty-day clock. Order in week one of your move, not week four.

What comes with the licence

Two things the city highlights.

A lost-pet service. Verbatim: "Visit the DocuPet website to license your companion and learn more about their Home Safe ™ System and local Pet Perks Program that are included with your dog license." And, verbatim: "DocuPet's HomeSafe™ System can help. Login to your profile and report your pet lost using the red button. An email will go out to community members letting them know how they can help."

A reason to bother, from the city's summer dog article, verbatim: "Did you know that 1 in 3 pets go missing in their lifetime?" That figure is the city's claim rather than ours, and we are attributing it rather than adopting it.

Replacement tags, verbatim: "Order a replacement by logging into your online account and clicking the green "order replacement tags" button or call 1-855-249-1370 to order over the phone."

And if circumstances change, verbatim: "Get in touch with the DocuPet customer service team to update your record by calling 1-855-249-1370 or emailing [email protected] ."

The sentence most new residents miss

Verbatim, from the licensing page itself:

"Please note that a City of Boulder dog license does not allow your dog to be walked off leash at Open Space and Mountain Parks locations. You must obtain an additional Voice and Sight tag and complete the mandatory training program to gain Voice and Sight Privileges."

Two separate tags, two separate registrations, one shared prerequisite.

The city licence is the prerequisite. Verbatim from the Voice and Sight page: "If you are required to have a city dog license, it must be purchased before the DocuPet system will give you the option to register for Voice and Sight."

What licensing gets Boulder, and why the city contracts it out

Worth understanding, because it explains the DocuPet layer that sits between you and the city.

The city does not run its own licensing counter. It contracts the whole function to DocuPet, which handles the sales, the tags, the renewal notices, the replacement tags and the lost-pet service. Boulder Police keep an appointment-only in-person option, and the Humane Society's veterinary clinic takes walk-ins, but the default path is a private platform.

Two things follow for you.

Your customer service line is not the city. For a record change, a replacement tag, a phone renewal or a lost-pet report, the number is DocuPet's 1-855-249-1370, not the city's. The city's Animal Protection number, 303-441-1874, is for enforcement and animal-protection matters instead.

And your data lives in an account you should be able to log into. Verbatim from the city: "You can login any time and access your profile online." Do that once now, while nothing is wrong, and confirm the phone number on the account is the one you actually answer.

The city's own list of what licensing funds is quoted above and it is unusually specific: emergency service year round, sheltering impounded animals, rescue of lost or homeless animals, medical care for sick or injured dogs and cats, and school and community education. Boulder impounds through the Humane Society of Boulder Valley, which is the same organisation that hosts one of the in-person licensing desks.

What the licence tag does for you day to day

It is what an officer looks for. Boulder's Animal Protection Section sits inside the police department, and the city's off-leash and at-large penalty ladder runs from a maximum $100 first violation to a floor of $300 for a third within 24 months.

It is what a finder looks for. A tag on a collar is faster than any chip scanner, because it needs no equipment.

And it is a condition of being in a dog park, since the tag requirement applies "at all times" and the city notes that ordinances are enforced inside the parks. Our Boulder dog parks guide covers the four sites.

Your first-week checklist as a new Boulder resident

Find the rabies certificate, from a licensed veterinary clinic, not the tag.

Check the vaccination is current and note whether it is a one-year or three-year vaccine.

License online through DocuPet in your first week, so the 8 to 10 business day tag delivery lands inside your thirty days.

Put the tag on the collar and leave it there.

Then decide about Voice and Sight, which is a separate course, fee and tag, and takes up to a month.
