12 Carmel Restaurants That Take Dogs, and the One That Seats Them Inside
Carmel's reputation says dogs eat indoors here. California law says patios only. The gap between those two things is worth understanding, and it comes down to one lounge.

Carmel's reputation says dogs eat indoors here. California law says otherwise, and the gap between those two things is worth understanding before you book.
Under Assembly Bill 1965, signed in August 2014 and effective from 1 January 2015, a California food facility may allow pet dogs in outdoor dining areas only, and only if several conditions hold: the owner chooses to allow it, there is a separate outdoor entrance so dogs never pass through the food establishment, and dogs are not permitted on chairs, benches, seats, or other fixtures. Cities may prohibit the practice entirely by ordinance.
Before that law, California banned dogs from restaurants inside and out. So the honest version of Carmel's reputation is this: it has an unusually high concentration of good patios that welcome dogs, plus one lounge widely known for taking them indoors, which is the exception people remember.
Twelve below, ranked by the thing that actually decides a Carmel meal: cover and warmth.
Why cover, not shade
In Sedona you rank patios by shade. In Carmel you rank them by the opposite.
This is a marine-fog coast. Summer afternoons arrive grey and cool, the fog rolls in off the Pacific most mornings, and evenings get genuinely cold well before you expect them to. A beautiful open courtyard is lovely at 1pm in September and unpleasant at 7pm in July.
A covered patio, a heater, or a fire feature is worth more here than a view.
1. Terry's Restaurant and Lounge, at the Cypress Inn
The one everybody means, and the reason Carmel has the reputation it does.
Terry's sits inside the historic Cypress Inn, long co-owned by Doris Day, and named for her son, the record producer Terry Melcher. Day's attachment to animals is the whole origin of this place's character.
Terry's is widely reported as seating dogs indoors as well as on the patio, which makes it the standout in a state where indoor dog dining is otherwise not permitted for food facilities. It runs a dog menu and a Yappy Hour, and Visit Carmel describes the doggie room service menu as running to kibble, biscuits, grilled chicken, and steak tartare.
Confirm indoor seating when you book. It is the exception rather than the rule, and arrangements can change.
2. Forge in the Forest
The best-equipped patio in Carmel for a dog, and it has a name: the Dog Pound.
A dedicated dog-friendly outdoor area with water bowls, treats, and a dog menu running to chicken strips and burger patties. Historic building, fire pits, and the most purpose-built setup in the village.
Note: the restaurant's own website currently returns a certificate error, so book by phone rather than online.
3. Grasing's
A California steakhouse that serves a dog menu on the patio, with dog-friendly seating by request. Upmarket, and the "by request" part matters, so say you are bringing a dog when you reserve rather than on arrival.
4. Shearwater Tavern
Gastropub food, and the most interesting programming on this list: Dog Bar Tuesday, with live music and dog-focused events.
If your dog is sociable and you want an evening where it is the point rather than the tolerated extra, this is the one to time your trip around.
5. Anton and Michel
Patio dining in the Court of the Fountains, with tableside service that accommodates dogs. One of Carmel's long-standing fine-dining rooms, and the courtyard setting is sheltered from the wind in a way an open street-side terrace is not.
6. Casanova
A garden patio with Mediterranean cooking, widely described as the most romantic dog-friendly setting in the village. Enclosed and planted, which again means shelter.
7. From Scratch
A covered patio and farm-to-table cooking, with brunch the popular slot. Covered is doing real work here in a foggy climate, and brunch is the easiest meal to bring a dog to anywhere.
8. Cultura Comida y Bebida
Latin cooking, cocktails, outdoor seating, and a fire table you can reserve. In a town where the evening turns cold quickly, a bookable heat source is a genuine advantage.
9. The Bench
At Pebble Beach rather than in the village, with an expansive outdoor deck and complimentary water bowls. Worth pairing with a 17-Mile Drive outing rather than treating as a Carmel dinner, which is covered in 17-Mile Drive and Del Monte Forest with a dog.
10. Il Fornaio, at the Pine Inn
Italian cooking with outdoor seating that welcomes dogs, and a weekend brunch that is popular with local dog owners. Central, on Ocean Avenue, and easy to combine with the walk down to the beach.
11. RG Burgers
Picnic-style seating, which is the most underrated feature on this list if you have a large dog. Picnic tables leave genuine room underneath and keep a big dog out of the server aisle, unlike close-set bistro seating.
12. Toro Sushi and The Village Corner
Two casual options rounding out the list. Toro for sushi in a relaxed room with dog-welcoming outdoor seating, The Village Corner for American comfort food and generous portions, both long-standing favourites with local dog owners.
Also worth knowing: Hog's Breath Inn and Flaherty's Seafood Grill and Oyster Bar both appear consistently on local dog-friendly lists.

What the law means for you at the table
Worth knowing so you can read a patio correctly and not put staff in a difficult position.
Your dog enters from outside. AB 1965 requires a separate outdoor entrance so dogs do not pass through the food establishment. If the only way to the patio is through the dining room, that patio cannot legally take your dog whatever the sign says.
Your dog stays off the furniture. No chairs, no benches, no seats, no fixtures. That is written into the statute, not a house preference.
The restaurant chooses. The law permits, it does not require. A restaurant is entitled to say no, and cities may ban the practice by ordinance altogether.
Indoors is the exception. Anywhere you are seated inside with a dog is operating outside the ordinary pattern, so treat it as a courtesy to confirm rather than assume.
General guidance is in finding pet-friendly restaurants.
Booking and timing
Say you are bringing a dog when you reserve. Several of these seat dogs "by request," and patio tables are finite.
Book the covered or heated option for evening. The fog and the temperature drop are the single most common reason a Carmel dinner with a dog gets cut short.
Eat early with an unsettled dog. Carmel's restaurants are compact and the patios sit close to the pavement, so a dog that reacts to passers-by will have a harder time at 8pm than at 5:30.
Exercise first. A dog that has done the beach settles under a table. The off-leash standard and the beach hazards are in Carmel Beach is legally off-leash.
Get the location in Carmel format. There are no street numbers here, so note the street, side, and cross-streets rather than an address, which is explained in Carmel still has no street numbers.
Patio etiquette that keeps these patios open
Under the table, on a short lead. Carmel's patios are small and servers move between close-set tables.
Nothing on the furniture, which is the law rather than a preference.
Water on the ground. Most of these places will bring a bowl. Ask rather than using a table glass.
Leave if it is not working. A barking dog on a village patio in high season is remembered, and these arrangements exist because restaurants choose to offer them.
More on shared-space behaviour is in dog park etiquette.
Before you go
Save a veterinary number, since the Monterey Peninsula's after-hours coverage is limited: emergency and after-hours vets near Carmel and Monterey and emergency vet, what to know.

Conclusion
California permits dogs on restaurant patios, not inside, and it has only done so since 2015. Carmel's reputation for indoor dog dining rests largely on Terry's Lounge at the Cypress Inn, and it is a genuine and lovely exception rather than the local norm.
What Carmel really offers is density: a dozen good restaurants within a few walkable blocks that all welcome a dog on the patio, several with proper dog menus, one with a purpose-built area called the Dog Pound, and one that runs live music on Dog Bar Tuesday.
Rank them by cover and warmth rather than by view, because this is a foggy coast and the evening gets cold sooner than you think. Book ahead, say the dog is coming, and keep it off the furniture.
Restaurant policies, menus, hours, and ownership change, and patio arrangements depend on the operator's own choice under state law. Confirm directly before you go. Then find the patio your pet will wag "yes" to.
Frequently asked questions
Can dogs go inside restaurants in Carmel? Generally no. California's AB 1965, effective January 2015, permits pet dogs in outdoor dining areas only, with a separate outdoor entrance and no dogs on furniture. Terry's Lounge at the Cypress Inn is widely reported as seating dogs indoors and is the exception people mean when they call Carmel unusually dog-friendly. Confirm when booking.
Which Carmel restaurants have a dog menu? Terry's Lounge at the Cypress Inn, Forge in the Forest, and Grasing's all offer one. Forge in the Forest's dedicated dog area, the Dog Pound, also provides water bowls and treats.
What is the law on dogs at California restaurant patios? Assembly Bill 1965, signed in August 2014 and effective 1 January 2015, allows a food facility to permit pet dogs in its outdoor dining area if the owner elects to, there is a separate outdoor entrance so dogs do not pass through the establishment, and dogs are kept off chairs, benches, seats, and fixtures. Cities may prohibit it by ordinance.
What is the best Carmel patio for a large dog? RG Burgers, because picnic-style seating leaves real room underneath and keeps a big dog out of the server aisle. Close-set bistro tables are the worst configuration for a large dog.
Do I need to book a dog-friendly table in Carmel? Yes, and say the dog is coming. Several restaurants, including Grasing's, seat dogs on the patio by request, and patio tables fill first in a village this size.
Which Carmel patio is warmest? Cultura Comida y Bebida has a reservable fire table, From Scratch has a covered patio, and Anton and Michel's Court of the Fountains and Casanova's enclosed garden both shelter from the wind. Carmel's marine fog makes this matter more than shade.
