Where Dogs Cannot Go in Denver: 8 Limits, Starting With Some Dogs Entirely
Denver has the usual list of places that exclude dogs, and something no other city we have covered has: a list of dogs the city excludes. Restricted breeds need a permit to be inside city limits at all, visitors included.

Most cities in this project have a list of places that exclude dogs. Denver has that, and it also has something no other city we have covered has: a list of dogs the city excludes.
American pit bull terriers, American Staffordshire terriers and Staffordshire bull terriers are, in the city's own words, "legal in Denver only when they have received a Breed-Restricted Permit", and the city's FAQ says a visiting dog needs one to be inside city and county limits at any time.
So the first limit here is not a place. Here are all eight, each from the authority that sets it, with what to do instead.

1. Some dogs, before we get to places
The city's Breed-Restricted Permits page sets it out, under Ordinance Sec. 8-67, and its FAQ answers the travel case without ambiguity:
"Can I bring my pit bull into Denver? You cannot bring a restricted-breed dog into Denver until you have a Breed-Restricted Permit issued by DAP."
And on visitors specifically: "I live in another city and I want to bring my pit bull in for a visit. Do I need a permit? Yes."
The definition turns on appearance, covering "any dog displaying a majority of physical traits of any one or more of the specific breeds mentioned above", so a mixed-breed dog that reads as a pit bull is inside the rule. Day care is not an exception either: "There is no exception for owned dogs that will be placed at any boarding or day care facility."
Instead: get the evaluation, which runs 1 p.m. to 3 p.m. seven days a week at Denver Animal Shelter, costs $25 with a $30 permit and a $15 licence, and takes about fifteen minutes. Or stay outside Denver city and county and check the specific neighbouring jurisdiction's rules rather than assuming.
2. Unsterilised dogs, at any dog park
Denver's dog park rules require that "Dogs must be spayed or neutered, or have a current Denver Intact Permit (Denver residents)."
Behind that sits a citywide ordinance: the city's animal ordinances page states "Denver requires any dog or cat over the age of 6 months to be spayed or neutered." The intact permit exception requires an inspection of the property where the animal is kept, which makes it a resident mechanism rather than a visitor one.
The published fine for a spaying and neutering violation starts at $250, per the city's citation schedule, with a full reduction if compliance is shown within 20 calendar days of a first violation.
Instead: leashed walking, which is unrestricted, or a state park off-leash area outside the city. Cherry Creek in Aurora and Chatfield in Littleton both sell a dog off-leash pass at $3 a day.
3, 4 and 5. Three dog park exclusions people trip over
All three are in the city's dog park rules, and all three are checkable at the gate.
No rabies tag on the collar. The rule requires "current rabies vaccination tags issued to the particular dogs, which tags must be attached to the dogs' collars or harnesses". A certificate in the car does not satisfy it.
Too young to be vaccinated. "Dogs too young to be vaccinated against rabies" are not permitted, which rules out young puppies.
In estrus. "Female dogs currently in estrus" are not permitted.
There is also a species line worth knowing if you travel with more than a dog: "Pets, other than dogs, are not permitted in a dog park."

6. Sixteen of the seventeen dog parks, after sundown
This is the practical limit that shapes a Denver winter evening.
The city states: "Railyard Dog Park is the only off-leash area with lighting, however, other facilities may be indirectly lit by athletic fields or street lights."
And the hours follow: "Unlighted dog parks are open from sunrise to sundown, 7 days a week. Lighted dog parks are open from 5am-11pm, 7 days a week."
The rules add that dogs are not permitted in a dog park "when the dog park is dark and unlighted", and that park curfews apply on top.
Instead: Railyard Dog Park at 19th Ave. and Little Raven until 11 p.m., or Chatfield State Park, whose gates are open 5 a.m. to 10 p.m. daily and which sells a $3 daily dog off-leash pass covering a handler and up to three dogs, per its park page.
7. Red Rocks, on any day with an event
The venue is generous outside events and firm during them.
From the visitor FAQ: "Pets are welcome in the amphitheatre during non-event hours. By law, you are required to leash and clean up after your pet."
From the permitted and prohibited items list, for events: "Animals including emotional support animals (with the exception of service animals as defined by the ADA)".
The FAQ also states that "Emotional support animals, comfort animals and therapy dogs are not service animals as defined by the 2010 ADA Guidelines", and that a service animal at an event "must remain with its owner and be restrained".
Instead: go on a day without an event, and go in the morning. The amphitheatre sits at 6,400 feet by the venue's own description, which is below the 8,000 foot threshold PetMD gives for altitude effects on pets, so the climb rather than the air is the thing to manage.
8. Off leash, anywhere that is not a designated dog park
Denver's off-leash provision is its seventeen dog parks. Outside them, the lead stays on, and the city's fine schedule prices it: $80 for a first leash-law violation, $150 for a second within 12 months, $300 for a third or subsequent.
Three sub-rules from the dog park rules that catch people even at the right location:
The car park is not the dog park. "A dog must be kept on a leash until it is inside the dog park", and it must be leashed again "before it may be taken outside of the dog park."
A leash must be with you. "A person bringing a dog to a dog park must have a leash available at all times."
In view at all times. Even inside, "a dog must be under the control of the person in charge of the dog and must be in view of that person at all times."

The limits that restrict rather than prohibit
Four more that shape a day without closing it.
Two dogs per handler in a city dog park. "Any one person may not be in charge of more than two (2) dogs at a time." The state parks sell a pass for three, which is the workaround.
No people under eleven in a dog park. "A person ten (10) years of age or younger is not permitted in a dog park", 11 to 15 must be accompanied by an adult, and anyone in charge of a dog must be 16 or older.
No human food in a dog park. "Human food is not permitted within dog parks. However, dog treats are permitted."
No commercial use. Only activities "common and customary for playing with, training and exercising dogs" are allowed, which excludes commercial uses.
The condition sign, which can close a park with no notice
Denver rates the surface of each off-leash area and posts the rating at the gate. Green means good condition, a warning sign appears if standards slip, and continued poor condition means "the off-leash area can be closed by parks staff."
So a park being on the list is not a promise it is open today. Read the sign.
Before you go anywhere
Rabies tag on the collar, licence tag on the collar. Denver fines both separately at $50 each for a first violation.

Conclusion
Denver's exclusion list starts with dogs rather than places, which is unusual and which makes the Breed-Restricted Permit the single most important thing to check before you travel.
After that it is mostly the dog park rules, which are stricter than most: sterilised, tagged, not in season, two per handler, nobody under eleven inside, and sixteen of the seventeen parks shut at sundown.
Frequently asked questions
Are any dogs banned from Denver?
Restricted breeds are barred without a permit.
