4 Different Authorities Set Beach Dog Rules on Martha's Vineyard: How to Get a Straight Answer

The Chamber of Commerce itself tells visitors to check four separate authorities. That is why nobody can give you one answer about dogs on Vineyard beaches.

If you have tried to find out whether your dog can go on a Martha's Vineyard beach and come away confused, the confusion is not your fault. There is no single answer because there is no single rule-maker.

Four separate authorities set beach dog rules on this island, and the Chamber of Commerce says so itself. Its own beach page tells visitors to check individual town websites, the Trustees of Reservations, the Martha's Vineyard Land Bank, and Dukes County, and notes that restrictions differ by area based on season, time of day, and bird nesting.

That is a remarkable thing for a tourism organisation to publish, and it is the most honest sentence written about dogs on this island. Here is how to navigate it.

The one-line summary from the Chamber

"The majority of beaches do not allow dogs during the summer."

That is the Chamber's own wording, followed by a note that many of the beaches that are open to the public have strict dog guidelines. Start from the assumption that the answer is no in July, and work backwards from there.

The four authorities, and what each controls

1. The six towns. Aquinnah, Chilmark, Edgartown, Oak Bluffs, Tisbury, and West Tisbury each set rules for their own town beaches, and several of those beaches are resident-and-renter only regardless of whether you have a dog.

2. The Trustees of Reservations. Six island properties, no off-leash anywhere, and one permanent dog ban. Detail in the Trustees properties and the dog rule at each.

3. The Martha's Vineyard Land Bank. Seven distinct dog policies across 84 properties, including several great-pond beaches closed to dogs from April to September. Detail in the Land Bank's seven dog policies.

4. Dukes County. The county owns the beach strip connecting Edgartown to Chappaquiddick, which is the one that has changed most recently.

None of these four defers to the others. A dog can be legal on one side of a boundary and illegal on the other, with no sign to tell you where the line is.

The rule that is stated most precisely

Joseph Sylvia State Beach, including Sengekontacket Pond. Two miles of mild beach along Beach Road between Oak Bluffs and Edgartown, accessible by the bike path, and open to all. The Edgartown section is called Bend-in-the-Road Beach.

The dog rule here is published exactly, and the Chamber gives it as an example of how strict these guidelines get:

  • Dogs prohibited at all times from 1 April to 31 August
  • In September, dogs not permitted between 9 am and 5 pm

That September window is the detail to notice. It is the only published rule on the island that turns on the hour rather than the month, and it means a September dog walk here is an early-morning or evening proposition.

The beach whose rule changed, and may have changed back

Norton Point Beach is the one to be careful about, because a widely shared piece of good news came with an expiry date.

The background. Dukes County owns the beach strip connecting Edgartown to Chappaquiddick. Edgartown has managed Norton Point since 2023. The county maintained a longstanding no-dogs policy there to protect nesting shorebirds.

What changed. In July 2024, as the Vineyard Gazette reported, the Dukes County Commission unanimously approved an Edgartown request to allow dogs back on the parts of Norton Point free from shorebirds. The conditions were specific: a lead or leash of no more than 10 feet at all times, including when the dog is in the water, waste removed, and two warnings before an owner loses their over-sand vehicle sticker.

Why it may not apply now. The decision was explicitly a trial, valid for 2024 only and subject to change if shorebird populations returned. The conservation agent's reasoning at the time was that most birds attempting to nest at the western end had been predated out, while a large colony remained at the very tip.

So do not rely on a 2024 article. Confirm the current position with Edgartown before you drive out there. This is the single most likely place on the island for a published dog rule to be out of date.

It is also no longer a Trustees property, which many guides still assume.

Which beaches are resident-only anyway

For these, the dog question is secondary, because you cannot get on without a sticker.

If you are renting a house in one of those towns, you may qualify. Ask the letting agent for the beach sticker, then ask about dogs separately, because the two are different permissions.

The beach that is closed to everyone

Gay Head Cliffs and Beach, Aquinnah. The Chamber states it plainly: the cliffs are a national landmark and are seriously endangered, so this beach is completely off limits. Not restricted, not seasonal, off limits.

Moshup Beach, just along from it, is open to the public with a summer parking fee, and gives you the cliff views instead. Aquinnah Town Hall is on 508-645-2300 for current parking prices.

The public beaches by town

Open to all, which makes them the ones worth checking for dog rules rather than access rules.

Aquinnah: Moshup Beach (Aquinnah Public Beach), Lobsterville Beach. Lobsterville runs two miles along Vineyard Sound with dunes, includes a seagull nesting area, and has very limited parking with none permitted on Lobsterville Road.

Chilmark: Menemsha Public Beach, next to Menemsha Harbor.

Oak Bluffs: Eastville Beach, Oak Bluffs Town Beach, Joseph Sylvia State Beach.

Vineyard Haven (Tisbury): Lake Tashmoo Town Beach, Owen Park Beach, Tisbury Town Beach.

West Tisbury: Long Point Beach at the wildlife refuge, which is Trustees land and bans dogs year round.

Where a dog can reliably reach the water

Since the beach answer is so often no, it is worth naming the alternatives that are documented rather than guessed.

Wasque's upland trails, out of season. The Trustees permit leashed dogs on the trails year round, and open the beach itself from 1 October to 31 March. That makes Wasque the most usable stretch of Trustees coastline for a dog outside summer.

Land Bank properties tagged for immediate control. Roughly 25 of the Land Bank's 84 properties allow dogs under immediate control year round, with no seasonal change at all. Those are the reliable ones, and several sit on pond and shoreline edges rather than deep woodland.

Cape Poge from October. The Trustees state the leash rule for October through April, which is the window when the barrier beach is straightforwardly available.

Menemsha Public Beach is open to all, unlike its two Chilmark neighbours which are resident-only, so it is at least worth a phone call to the town rather than an assumption.

What to avoid entirely in summer. Long Point at any time of year. State Beach from April to the end of August. Wasque's sand from April to September. The great-pond beaches on Land Bank land, which close from April. Between them, that is most of the island's best swimming.

The honest planning conclusion. If your dog swimming in the sea is central to the trip, come after the first week of October. If it is not, the island works well in summer on trails and in towns, and you should treat the beaches as a bonus rather than the plan.

How to actually get a straight answer

Work out who owns it first. The landowner sets the rule, and the four authorities behave very differently. This is the step most people skip.

Then check that owner's own page. Not a travel blog, not a listicle, and not last year's article. The Land Bank publishes a dog-policy filter on its map. The Trustees publish a policy per property. Towns publish through their own halls.

Assume no in summer. From the Chamber's own summary, that is the correct default from roughly April through August.

Assume the rules change in the autumn. Nearly every restriction on this island is a nesting-season restriction, which means October onwards is a different island for a dog owner. The seasonal picture is in Martha's Vineyard with a dog, month by month.

Carry in, carry out. The Chamber states this applies to all beaches, and on a nesting coastline it applies to dog waste more than anything else.

Why the rules are this strict here

It is worth understanding the reason, because it makes the restrictions easier to respect and easier to predict.

This island is significant shorebird habitat. Almost every dog restriction on Martha's Vineyard tracks a nesting season rather than a crowd season, which is why the dates cluster around April to September rather than around the tourist calendar. State Beach closes on 1 April, not on Memorial Day.

Massachusetts endangered species law does the enforcing. The Land Bank has posted closures under it recently at Squibnocket Pond Reservation, where beach stairs were shut for shorebird nesting, and at Tashmoo, where a town parking lot was closed to motorised vehicles. Those notices appear at short notice and are not announced a season ahead.

Ground-nesting birds and dogs are a specific problem, not a general one. A plover nest is a scrape in open sand with no structure to protect it. A dog does not need to touch a nest to cause a failure: repeatedly moving adults off eggs in cool weather is enough. That is why the rules restrict access rather than simply asking for a leash.

Which is why the Norton Point trial mattered. The conservation agent's reasoning was that most birds at the western end had already been predated out, leaving a colony at the tip. The permission was carved around actual bird locations rather than granted across the whole beach, and it came with a 10-foot leash limit that applied in the water as well as on the sand.

The practical upshot for a visitor. These are not arbitrary bureaucratic rules and they will not be waived by asking nicely. They also lift almost entirely in autumn, which is the single most useful thing to know when booking.
