Dog Beaches Around San Diego: 3 Cities, 3 Systems, and 1 Beach That Never Closes
The San Diego coastline crosses several city boundaries and each city writes its own dog rule. One runs a clock with a permanent exemption, one draws three zones and flips them twice a year, and one picks a single address.

The San Diego coastline crosses several city boundaries, and each city writes its own dog rule. Learn one and drive fifteen minutes and you are under a different regime.
The City of San Diego runs a clock, with one permanent exemption. Dogs are barred from its beaches through the middle of the day for most of the year, except at Dog Beach in Ocean Beach, which is off leash 24 hours a year round.
Del Mar runs three zones and two seasons. One zone bars dogs entirely in peak season, one is fully off leash in the off season, and a park inside it bars dogs every day of the year.
Coronado runs a single named beach. Off leash there, and nowhere else on the beach at all.

City of San Diego: the clock, and the exemption
From the city's beach dog page, verbatim:
- From October 31 to March 31, dogs "are not allowed between 9:00 a.m. and 4:00 p.m."
- From April 1 to October 31, dogs "are not allowed between 9:00 a.m. and 6:00 p.m."
- Outside those hours, "dogs are permitted but must always be on a leash."
Note that 31 October appears in both ranges as the city prints them. We quote it as published rather than tidying it, and the practical reading is that late October is a transition point worth checking locally.
So the summer version is a nine-hour daily ban, 9 a.m. to 6 p.m. from April through October, which is longer than the seven-hour bans on the Carolina coast.
North county is stricter than the city, not looser. The City of Encinitas publishes eight beach rules and one of them is "No dogs or cats on the beach", with no hours and no season attached, covering every beach and beach access the city operates from north of San Elijo State Beach in Cardiff to its northern limits. Torrey Pines State Beach, between Del Mar and La Jolla, answers "Are dogs Allowed?" with No. Neither is a timed restriction of the kind San Diego runs, so do not read the city's clock across a boundary.
And then the exemption. Dog Beach at the foot of Voltaire Street in Ocean Beach sits on the city's leash-free locations list as open 24 hours, off leash, described as offering "access to the beach and ocean".
The city places it "at the west end of the San Diego River Floodway, also known as the Ocean Beach Flood Control Channel."
One off-leash ocean beach, open every hour of the year, inside a major city. Nothing else in our sixteen-city coverage matches it.
The trap is the boundary. At 11 a.m. in July, a dog is legal on Dog Beach and illegal on the sand a short walk south. Know where it ends.
Enforcement is broad. The city states citations may be issued by "Park Rangers, San Diego Police, San Diego Humane Society, or Lifeguards." Four bodies, one of them a humane society.
Del Mar: three zones, two seasons, read from the city's own map
This is the most precisely drawn dog beach regime we have documented, and it comes straight from the City of Del Mar's own dog friendly beach regulations.
The seasons, verbatim: "Peak Season: June 16th - Labor Day" and "Off Season: Day after Labor Day to June 15th".
North Beach, 29th St to the Solana Beach border:
- Peak: "Off-leash dogs permitted from dawn to 8 am. Dogs shall be leashed at all other times"
- Off season: "Off-leash dogs allowed"
Main Beach, north boundary of Powerhouse Park to 29th St:
- Peak: "No Dogs allowed"
- Off season: "Leashed dogs allowed. Off-leash dogs allowed between 25th and 29th streets from dawn to 8 am"
South Beach, Powerhouse Park to Torrey Pines State Beach at 6th St:
- Both seasons: "Dogs must be leashed"
South Powerhouse Park and Tot Lot:
- Both seasons: "No Dogs allowed"
Two things to take from that.
Off-season North Beach is fully off leash, with no time limit. Between the day after Labor Day and 15 June, that is the most generous stretch of shoreline in the region after Dog Beach itself.
Main Beach bars dogs completely in peak season. Not leashed, not restricted hours. No dogs. If you are in Del Mar between 16 June and Labor Day, Main Beach is not an option at all.
A correction worth flagging. The city's own regulations sheet says "No Dogs allowed." Reading the primary source turned a permission into a prohibition, which is the second time in this project that has happened with a beach rule.
Coronado: one beach, and nowhere else
From the City of Coronado's dogs page, verbatim:
"Dog Beach - 200 Ocean Boulevard: dogs may be off leash on the designated area of the beach"
And the condition: dogs require leashes "at all points before the dog beach area."
So the walk in is leashed and the designated area is not. That is a simple rule and easy to comply with once you know it applies before you reach the sand.
Coronado also names five parks where a leash is required: Bay View Park, Centennial Park, Harbor View Park, Tidelands Park (pavement only) and Vetter Park.
"Tidelands Park (pavement only)" is the phrase to notice. In that park a dog is confined to hard surface rather than the grass, which is unusual enough to catch people out.
Coronado Cays Park has designated dog runs where dogs may be off leash.

Choosing, practically
Want off leash, any hour, any month: Dog Beach, foot of Voltaire Street, Ocean Beach.
Want off leash with space and no crowd: Del Mar North Beach in the off season, day after Labor Day to 15 June.
Visiting in July or August: Dog Beach, or Del Mar North Beach dawn to 8 a.m., or the City of San Diego's beaches before 9 a.m. and after 6 p.m. on a lead.
Want simple and leashed: Coronado's designated dog beach at 200 Ocean Boulevard, or Del Mar South Beach.
Avoid in peak season: Del Mar Main Beach, which allows no dogs at all, and South Powerhouse Park and the Tot Lot, which allow none in either season.

The one paid site to think twice about
Cabrillo National Monument sits at the tip of Point Loma and is not a beach outing. Its pets page states "Pets are only allowed along the Coastal Trail" on "a leash of no more than six feet", bars pets from the tidepools, and instructs "Do not leave pets unattended in vehicles" while noting there is "no shade in the parking lots."
The inland alternative, which is better than it sounds
If the beach clock defeats you, the City of San Diego publishes 20 approved leash-free locations with addresses and hours, and six of them are open 24 hours.
The two that matter most for a beach-minded visitor:
Fiesta Island, Mission Bay Park, leash-optional across "all shoreline and interior spaces", with a "5.2-mile asphalt path around the island for dog walkers." It has shoreline without being an ocean beach, and no seasonal restriction. The city publishes conflicting opening times, 4 a.m. on one page and 6 a.m. on another, so plan on 6 a.m.
Dusty Rhodes Neighborhood Park, Sunset Cliffs Boulevard in Ocean Beach, a 1-acre leash-free park a short distance from Dog Beach, dawn to dusk.
What to bring to any of them
Fresh water and a bowl. A dog that swims in salt water drinks it, and Dog Beach sits where a river channel meets the ocean, so both salt and river water are in play.
A lead, in your hand. Every off-leash permission in this region has a leashed boundary somewhere close by.
Bags. Every city here puts the clean-up obligation on the owner explicitly.
A towel and, ideally, a rinse plan.

Emergency cover, which is the best in our coverage
The San Diego Humane Society publishes a county-wide list of 22 emergency and urgent care facilities, eleven of them open 24 hours, spread from Oceanside and Encinitas in the north through Mission Valley and Sorrento Valley to Chula Vista in the south.

Conclusion
