Licensing a Dog in Scottsdale: It Is a County Licence

New arrivals lose time looking for a city process that does not exist. What the county charges, what the city adds, and why $22 is worth more than $22.

There is no Scottsdale dog licence. You licence with Maricopa County, and the same licence covers you in Phoenix, Tempe, Mesa and every other city in the county.

What it costs

Verbatim from Maricopa County's dog licence page:

On the senior rate, verbatim: "$10 fee per dog applies to all altered dogs in the household registered to an owner 65 years of age or older".

One conflict on the county's own page. It also states, verbatim: "All dogs 3 months or older must be licensed. Dog licenses are an important way to identify and locate your pet if they get lost. Licenses must be renewed yearly and start at just $19. Failure to vaccinate or license your pup could result in fines."

"Start at just $19" against a fee table whose lowest standard rate is $22. Both figures are the county's, on the same page. We print both and do not choose.

Late fees, verbatim: "Late fees accrue every 30 days at a rate of $3 a month for an altered dog and $6 a month for an unaltered dog".

And the incentive for intact dogs, verbatim: "Unaltered/intact dogs under 1 year of age are charged $55 for their initial licensing, and once altered, they will be eligible for the $22 renewal rate the following year".

What Scottsdale adds

The city does not issue the licence, but it does make it a condition of entry to the one place your dog can be off the lead.

Verbatim from Scottsdale's dog parks page:

"All dogs must be currently licensed and vaccinated. Puppies under the age of four months are not allowed in the park until they have had their license and vaccinations."

So in Scottsdale the licence buys you the dog parks. No licence, no legitimate off-lead space in the city, because the four fenced parks are the only exception to the six-foot leash rule.

The same rules list routes incidents to the county too, verbatim: "All dog attacks should be immediately reported to the Maricopa County Animal Care & Control at 602-506-7387." Scottsdale does not run its own animal control function that we could find, which is the other half of why the licence is a county matter.

The age question, which has four different answers

We are printing all four because the sources genuinely disagree.

The state and the county's licensing page say three months. The county ordinance and the city's park rules use four. They are arguably measuring different things, and none of the pages reconciles them.

Practical reading: licence at three months. It satisfies every version, and the statute is the layer that carries a penalty.

The statutory framework behind the county's fee

The county sets the amount, but the state sets the structure. Verbatim from ARS 11-1008:

"The board of supervisors of each county may set a license fee that shall be paid for each dog three months of age or older that is kept, harbored or maintained within the boundaries of this state for at least thirty consecutive days of each calendar year."

Two qualifiers. Three months of age, and thirty consecutive days in the state. A visitor staying under a month is outside that, which is worth knowing if you are wintering here.

Timing, verbatim: "The licensing period shall not exceed the period of time for revaccination as designated by the state veterinarian. License fees shall be paid within ninety days to the board of supervisors."

The licence term is tied to the rabies vaccination, not to the calendar. So diarise the renewal off the vaccination date. Our pet health and vaccination tracker and pet vaccination schedules guides are where to keep it.

The state's own late penalty schedule, verbatim: "A penalty fee of two dollars shall be paid if the license application is made less than one year after the date on which the dog is required to be licensed under this article. If the license application is made one year or later from the date on which the dog is required to be licensed, an additional penalty fee of ten dollars shall be paid for each subsequent year up to a maximum of twenty-two dollars."

Where the money goes, verbatim: "All fees and penalties shall be deposited in the rabies control fund pursuant to section 11-1011."

And some dogs pay nothing. The statute bars the board of supervisors from charging a licence fee to an individual with a disability who uses a service animal, a person who trains such an animal, or an individual who uses a search and rescue dog. A false statement on that application is, verbatim, "guilty of a petty offense and is subject to a fine that does not exceed fifty dollars."

What you need before you apply

Rabies vaccination, and the certificate has requirements. Verbatim from ARS 11-1010:

"Before a license is issued for any dog, the owner or a veterinarian must present a paper or electronic copy or telefacsimile of the vaccination certificate signed by a veterinarian stating the owner's name and address, and giving the dog's description, date of vaccination, manufacturer and serial number of the vaccine used and date revaccination is due."

Check yours has the manufacturer and serial number on it. Many summary printouts do not.

And the hard link, verbatim: "A dog shall not be licensed unless it is vaccinated in accordance with this article and the rules adopted pursuant to this article."

Moving in from out of state? Arizona accepts your existing vaccination, verbatim: "A dog vaccinated in any other state prior to entry into Arizona may be licensed in Arizona provided that, at the time of licensing, the owner of the dog presents a vaccination certificate, signed by a veterinarian licensed to practice in that state or a veterinarian employed by a governmental agency in that state".

The tag, and why it is worth more than $22

Wear it. ARS 11-1008, verbatim: "Each dog licensed under the terms of this article shall receive, at the time of licensing, such a tag on which shall be inscribed the name of the county, the number of the license and the year in which it expires. The tag shall be attached to a collar or harness that shall be worn by the dog at all times, except as otherwise provided in this article."

Three concrete things the tag changes.

A longer shelter hold. The county states it follows a minimum of 120 hours Hold-Notify for a licensed dog against a 72-hour minimum stray hold. Our lost dog in Scottsdale guide covers that clock.

A home quarantine instead of the pound after a bite. P-13 Section 9, verbatim: "An unlicensed or unvaccinated dog or cat that bites any person shall be confined and quarantined in a county pound or, upon request of and at the expense of the owner, at a veterinary hospital for a period of not less than seven days. A dog properly licensed and vaccinated pursuant to this ordinance, that bites any person, may be confined and quarantined at the home of the owner". And it stops your dog being deemed unowned. P-13, verbatim: "Any animal subject to licensing under this ordinance found without a tag identifying its owner shall be deemed unowned."

Seven days of veterinary boarding costs far more than a licence. That is the whole argument.

The criminal provision, and how narrow it is

ARS 11-1008, verbatim:

"Any person who knowingly fails within fifteen days after written notification from the county enforcement agent to obtain a license for a dog required to be licensed, counterfeits an official dog tag, removes such tag from any dog for the purpose of intentional and malicious mischief or places a dog tag on a dog unless the tag was issued for that particular dog is guilty of a class 2 misdemeanor."

Read the trigger. It is not failing to licence that is criminal. It is knowingly failing within fifteen days after written notification from the county enforcement agent. Counterfeiting a tag, or moving one dog's tag onto another dog, is also in there.

Five or more dogs is a kennel

Worth knowing before you get there. P-13 defines a kennel as, verbatim, "an enclosed, controlled area, inaccessible to other animals, in which a person keeps, harbors or maintains five or more dogs under controlled conditions."

ARS 11-1009 sets the permit, verbatim: "A person operating a kennel shall obtain a permit issued by the board of supervisors of the county where the kennel is located except if each individual dog is licensed."

Note the exception in that sentence. No kennel permit is needed if each individual dog is licensed. For a household with five or six dogs, licensing each one is cheaper and simpler than a permit, which the statute prices at "seventy-five dollars or the actual cost of recovery as determined by the board of supervisors" with a $25 penalty for failing to obtain one.

Your week-one list

Find the rabies certificate and check it lists owner name and address, the dog's description, date of vaccination, manufacturer, serial number and the date revaccination is due.

Apply through Maricopa County, not the City of Scottsdale.

Put the tag on the collar and leave it there. The statute requires it worn at all times, and P-13 deems an untagged dog unowned.

Diarise the renewal off the vaccination date, since the licensing period cannot exceed the revaccination interval.

And if the dog is intact, do the arithmetic. $55 now against $22 a year afterwards.

Frequently asked questions

Does Scottsdale issue its own dog licence? No. Licensing is through Maricopa County, and the same licence applies across the county's cities.

How much is a dog licence for a Scottsdale dog? Maricopa County's fee table gives $22 for a spayed or neutered dog, $55 for an unaltered or intact dog, and $10 per altered dog where the owner is 65 or older. The same page also says licences start at just $19, and we report both figures.

Do I have to revaccinate a dog moving to Arizona? No. ARS 11-1010 allows a dog vaccinated in another state before entry to be licensed in Arizona on presentation of a certificate signed by a veterinarian licensed in that state or employed by a governmental agency there.
