Seattle's Dog Fines, Cited to the Code: $54 for a Leash, $125 for No Licence

Seattle publishes its animal fines with the code section printed beside each one. The surprise is not the $54 leash fine, it is the $125 for having no licence, and the fact that carrying no waste bag is an offence in its own right.

Seattle publishes its animal fines with the municipal code section printed beside each one. That is rarer than it should be, and it makes the city unusually easy to comply with.

The number that surprises people is not the leash fine, which is $54. It is $125 for not having a licence, which is more than double the leash fine and applies to a dog that is otherwise behaving perfectly.

Here is the whole schedule, the licence fees behind it, and the three park offences that carry their own escalating scale.

The licence, which is the expensive one to skip

$125 for not having one, under SMC 9.25.080(A). The same section fines a series of related failures: not displaying a licence $54, not showing it to an officer $54, using another person's licence $109, removing a licence without permission $109, altering a licence $54, making a false statement $109, and removing an animal from an animal control vehicle or the shelter $109.

The fees themselves are modest by comparison, from the city's licensing fees page, which notes that "The fees below went into effect on Jan. 2, 2025":

The spay and neuter gap is $60 a year on a dog licence, which is the city pricing a policy rather than a service. There is also a discount worth knowing: 50 percent off altered licence fees for people over 60 and people with disabilities holding a Gold or FLASH Card, with no discount on unaltered fees.

Rabies, at four months

The city states the rule on the same page: "All dogs and cats four (4) months of age or older shall be vaccinated against rabies." A first offence is $54 under SMC 9.25.049, a second $109.

The three park offences, which escalate

Seattle treats park offences separately from street offences, and gives them a four-step scale.

Dog at large in a park, or on a beach or in water, SMC 18.12.080(A). The city describes the offence as: "Unlawful to permit any dog to run at large in any park, except in designated off-leash areas OR unlawful to permit any dog to enter any public beach, swimming area or wading area, pond, fountain, stream, or organized athletic area."

$54 first offence, $109 second, $136 third, $162 fourth and subsequent.

Read the list of water in that sentence, because it is broader than "beach": swimming area, wading area, pond, fountain, stream. A dog cooling off in a park stream is inside the same offence as a dog on a beach.

No licence tag in an off-leash area, SMC 18.12.080(B). $54 then $109. This one catches responsible owners who have a licence but left the tag on another collar.

Waste in a park, SMC 18.12.080(C), which covers both failing to carry equipment for removing feces and failing to place feces in an appropriate receptacle. $54, $109, $136, $162.

Note that Seattle fines carrying no bag as an offence in its own right, whether or not your dog does anything. That is the cheapest rule in the city to obey.

The control offences, on the street

Under SMC 9.25.084: not having an animal on a leash $54, permitting an animal in a fountain or school ground $54, not confining an animal in heat $54, permitting an animal to damage property $109, to violate the noise ordinance $109, or to spill garbage $109, possessing another person's animal $109, and tethering an animal so it can enter the street $54.

Then the two that are in a different league: permitting an animal to bite, $269, and permitting an animal to menace a human, $269.

The costs stack quickly, and the city publishes them:

A second impound at $150 costs more than three years of an altered dog licence. That is the argument for the licence, the tag and the microchip in one line.

What this schedule tells you about Seattle

Fine schedules are policy documents if you read them sideways.

Seattle prices paperwork high and behaviour moderately. No licence is $125, while an off-leash dog is $54. Most cities do the reverse.

It fines preparation, not just outcomes. Carrying no waste bag is an offence at $54 even if there is nothing to pick up.

It treats water as a park offence. Beaches, swimming areas, wading areas, ponds, fountains and streams sit in one clause with a four-step escalation.

And it separates biting from everything else, at $269, five times the leash fine.

In person. "Please visit a Customer Service Center or the Seattle Animal Shelter to renew or purchase your pet license."

By post. Download the Seattle Pet License Application, complete it, and post it with payment to Seattle Pet Licensing, 2061 15th Ave. W., Seattle, WA 98119, with cheques payable to City of Seattle. The city notes that to use the fillable PDF you should save a copy before completing it.

Replacement tags can be requested online, or by posting a cheque for the fee to the same address. A replacement tag is $7.

Where the code itself lives

The shelter publishes the relevant Seattle Municipal Code sections alongside the fine schedule, which is why this page can cite a section beside every number rather than paraphrasing.

Two chapters do the work. Chapter 9.25 covers animal control generally, including licences at 9.25.080, sanitation at 9.25.082, control at 9.25.084 and rabies at 9.25.049. Chapter 18.12 covers parks, including being at large or in water at 18.12.080(A), licence tags in an off-leash area at (B) and waste equipment at (C).

Knowing which chapter you are in tells you which agency you are dealing with: parks rules are enforced by animal control officers, and the city's parks rules and regulations section sets out the wider code of conduct.
